Snipers have seen no beneficial usage in d2. In pvp rocket launchers dominate because they're so low risk and high rewarding. There are so many better alternatives for pve including the raid like the merciless for DPS or the wardcliff coil to take out shielded enemies. And frankly, I've missed sniping in pvp with a zoom not big enough to see the acnes on another guardian's face.
