(TL;DR: Karnstein Armlets got nerfed, upvote if you want them to return to how they used to be)
In the December 5th Curse of Osiris update, there were many balance changes. But of all them, one of the most unexpected and biggest nerfs was to the Karnstein Armlets.
Karnstein Armlets Overview:
Pre-patch: On melee hit - restores about 20% health and recharges grenade, melee, and class ability energy by about 4 seconds.
Post-patch: On melee hit - grants mobility and resilience and highlights low-health enemies. On melee kill - restores about 40% health.
The Karnstein Armlets used to be a pretty good exotic in PvE that synergized well with the Stormcaller. This exotic arm piece was by no means broken or overpowered in either PvP or PvE. I have never heard or seen anyone complain about them being overpowered. The Karnstein Armlets used to be a very fun exotic to use and provided Stormtrance with much needed survivability in Raids and such. This exotic also allowed abilities to recharge fairly quickly if you constantly punched enemies. Overall, the pre-patch version allowed for a very fun high-risk high-reward style of play that synergized well with Stormcallers.
Post-patch, the Karnstein Armlets are almost completely useless and no longer fun to use. They no longer grant ability regeneration whatsoever and they don't provide sustain against tougher enemies. As most people know, mobility and resilience are the two worst stats in the game. The highlighting mechanic I find even less useful than the stats (usually I find it more annoying than helpful). To make matters worse, Stormtrance doesn't proc melee kills meaning that there is no health restoration while in Stormtrance therefore no survivability.
Optimistically, I am hoping that if this gets enough votes the devs may think about reverting the change. Realistically, I am trying to spread awareness of the major nerf.
Thank you everyone for your feedback! :)

Pretty sure shoulder charge was the single biggest of those based on the forums. Just saying.

Guess you'll just have to be a real warlock now.

They definately need a useful exotic for stormcallers. Everything seems to build best for void. We haven't had a good exotic stormcallers armor since impossible machines in D1

You have no idea how pleased I am that someone else in this world FINALLY agrees with me and is making perfect sense! Seriously, very well done post and I couldn't agree with you more. I'm seriously hoping that they revert the change and bring back the old perk. This was my absolute FAVORITE exotic in the entire game! After grinding my ass off to obtain these, I never took them off! Now, I find them useless...and NOT fun indeed. What's funny is that I made a post as well in regards to this foolish change...and everything you mentioned is EXACTLY what I mentioned as well. I feel like you and I would get along very well if we met in real life lol. If I could just spam the upvote button for you I absolutely would because this topic seriously needs to get recognition! What blows my mind and makes me lose faith in humanity is that there are people out there who actually LIKE this new perk! I question their mental capacity and really wish people would realize just how deceived they are being into thinking that this new perk is a good thing.

They also made Thorn to specifically kill using Damage over Time, then ripped it a new one for doing exactly that! TLDR: Sandbox!

But, but, they gave them an ornament! .... I could see if they had only nerfed the Stormtrance proc as that may have been an unintended side effect. However the K Arms were my go-to exotic for any subclass for the sole reason that they reduced ability CDs. The health was a nice bonus. As much as the additional health is nice and the resil/mobility buff is marginally useful, the Armlets are now just another "meh" exotic.
