RNG can be hell but honestly i dont think the 3oc are broken and ill tell you why it is December 18th and at around 8:00pm central time i was killing the mercury cabal yellow bars or conquerors and i had a 3oc going no fireteam medallion and upon killing the conqueror i received an exotic. I had already finished the flashpoint earlier this week so it wasnt from that. Im no happy with alot of the things and hate even defending bungie after the state of destiny 2 but at the very least 3oc are not broken for everyone.
