Not buying the dlc is the best way. Unfortunately, some pre-ordered the whole enchilada since D1 was pretty good at the end of it's life cycle. Obviously, if Bungie doesn't fix anything I personally won't buy the third dlc. I won't pre-order again. Boycotting is at least one way for those who own the whole thing to send a message. I think the game will continue to see player count decrease. The lack of end game content will leave everyone bored at some point. (Plus, 2018 has a lot of good games on the docket.) If Bungie doesn't deal with the core issues they won't make it to D4 as their contract with Activision states.
