Most players know that the Power Weapons are not created equal. There are 2 Tiers which, for arguments sake, will be classified as "True" Power weapons and "Partial" Power weapons.
"True" Power Weapons
-Rocket Launcher
-Grenade Launcher
-Fusion Rifle (Some Would Argue)
"Partial" Power Weapons
-Sniper Rifle
-Shotgun
-Sword
-Linear Fusion Rifle
In the March Update Bungie has said they are changing power ammo to spawn more often. While Quick play will relatively stay varied in the usage of power weapons, Competitive/Trials will not. In diehard gamemodes diehard players will use diehard guns. It doesn't take a PVP genius to realize that Rockets and Fusions will dominate Guardians power ammo slots.
All problems have a solution.
- Keep all current power weapons in the power weapon slot
- Divide them into two ammo types (PVP only)
- One type, the "partial" Power Weapons will have an increase ammo drop (similar to D1 special ammo).
- The other type, the "true" power weapons will have current/slightly increased ammo drop.
This compromise speeds up gameplay and provides more chances for "Hero moments" by increasing power ammo. At the same time it doesn't "True" power weapon spam.

The problem is it probably won’t promote greater use of shotguns, snipers etc. It will just promote more use of rocket launchers. I’m afraid crucible will just become a rocket launcher spam fest after the update. They really just need to separate heavy weapons from special weapons. There’s no other way around it. Heavy weapons will always trump special weapons in the current system. More power ammo probably won’t change this. Your suggestion of more power ammo for traditional special weapons won’t really work. People (especially less skilled players ) will always pick rocket launchers over special weapons (no matter how much ammo they get) . It’s almost guaranteed to give you a kill every time.
