Nope. It was marketed as a Solo/Co-Op shared world shooter. There's even an interview back in 2013 were that is said by a Bungie high up.
It was never said it was a exclusively co-op game.
Also this game is in a desperate need of optional matchmaking across the board.

Destiny is definitely a co-op game. If you don’t want that, then why are you playing it? It isn’t built for solo players. It’s built for group play, very obviously too.

Not really. If it was meant for coop play the tools for doing so would be in game. Matchmaking is an indication that the game is intended for solo players. I’d have thought that would be obvious to anyone who actually could think critically.
