Worldline Zero dropping from Powerful engrams (PC)

I'm sure this can't be intended, got a powerful engram for completing 20 bounties from Ikora and Worldline Zero dropped. I'm assuming this is a bug? Anyone else have this happen?

Live has never been better. - old

I could be wrong but once you acquire a piece of gear, generally it hits the loot pool. I was actually wondering myself this morning about quest related items (Rat King @was my initial thought).
