Was on a winning streak x5 in Gambit, then in a given match two people disconnected (on purpose or not, doesn't matter) from the outset, and of course we lost. And my winning streak was reset. If you think this is fair you need to rethink your values because I can tell you they are wrong. I didn't leave because there's a penalty ban in place, which in reality mean than the real penalty is on the people who stay.
In fact, for it to be completely fair, if for any reason a match becomes uneven (player count wise) it should have no penalties (is bad enough matchmaking being flawed). Even if you want to reward the victors, all good, just don't penalize the losing side when those are in a big disadvantage.
Another issue I had, was in competitive crucible. Being added to a match in progress (already in deficit nonetheless) and upon having lost at the end either have a winning streak broken or a losing streak multiplied (losing streak, who on earth would think this was a good idea?). I've played less than a dozen matches of competitive last season and stopped altogether because was very unfair. I still wonder why people stuck playing. It seams bungie has corrected this last wrong (join a match in progress one), in forsaken, but the former (Gambit was an example but works the same in competitive) not yet, so, PLEASE FIX ASAP.
I don't know who is the responsible for the game rules design, and don't ever care (you people at bungie should tho), but what I can tell you is: any competitive game should have at least one basic and central rule: fairness. Is not rewarding to steam roll a heavily handicapped team at all, but is even more disconcerting and disruptive to be on the deep end of this equation.
Just to finish, this should not be an issue in the first place. Are you designing stuff or rolling dices???
With this being said, I do enjoy much of what forsaken brought us, overall is a great expansion. Now make it perfect by correcting the remaining issues.

People could just be in fire teams and have one person leave so the teammates don't get penalized. Would be abused
