Yes, because it takes time. Time wasted is what pisses people off. Tiny chance for the correct enemy to spawn, smaller chance to win because Bungie design the game so that the losers get a helping hand, and then people leaving to stop you from winning and getting the quest cause they're not getting it. Bungie -blam!-ed up, again... But what's new right?
