I agree that sniper flinch is too excessive -- very low damage taps should not be able to move the sniper's crosshairs as much as they do now, while big hits from higher impact weapons are reasonable.
The only other change I would suggest is to increase sniper base two ammo by +1 or +2 to compensate for the extra flinch. This would also reward more skill based precision sniper kills without changing generic shot gun slides.
