I'm not really sure who to go to to help me with my issue, but maybe the community can help.
So to start I asked for the Forsaken digital deluxe edition for christmas. My mom tried to get it for me, but through circumstances at GameStop she accidentaly purchased Destiny 2: Digital deluxe edition rather than Forsaken. Apparently GameStop does not sell the Forsaken dlc (who knew!), so they assumed she wanted Destiny 2: Digital deluxe edition. When I went to recieve the code I didnt pay much attention to the name. I redeemed the code through Battle.net, and on the blizzard store I didnt even see an opton to buy Destiny 2: Digital deluxe edition, so I assumed that the code was for the Forsaken dlc (which was on the store). I then saw the mistake and contacted both Blizzard and GameStop, but neither one could help me with my issue.
I had recieved the vanilla game for PC when Blizzard was doing a promotion for it back in November. I planned to get the Forsaken digital deluxe, which comes with both previous expansions and some other items. Both the Forsaken digital deluxe (the one I wanted) and Destiny 2: Digital deluxe edition (the one i accidentaly got) are worth $80. Since they are the same price would it be possible to just exchange the two, or is there any way I fix the mixup without paying another $80?

Only the retailer (GameStop) would have the option of swapping the purchased item for a different one. However, since it seems you’ve spoken to them & they cannot do it, your only option now is to buy the content you’d like. I’m not sure why they said they dont sell the Forsaken DDE, as GameStop most certainly does sell that version.

That can only be done by your retailer of purchase, nothing Bungie or Blizzard can do to help you here. Maybe they will take it back, maybe they won't (if it is digital, they won't). Your only option probably is going to be to buy it all over again.
