You obviously do not have a shed of logic in your brain!
People payed for an Annual Pass, which is new content and it was locked behind a level of 630 when current level was 600. They could have at minimum launched a lower level forge at 600 level and a Prestige Forge at 630 for Hardcore players. Hmmm sound familiar, oh yeah they have done that with Raids!! So why take content that was payed for and lock it behind a high power level?
Not logical, which is why you understand it beautifully!
