I saw it mentioned that Scout Rifles will always be a little weaker, in relation to DPS, with its strength more in the ranges it can reach. This makes sense in PvE, but in PvP it makes this a very niche weapon. That being said, you have a whole library of larger maps from D1. And if you needed a way to having them in D2 with no story line problems, have Osiris recreate them in a vex simulation. There are a lot of D1 maps where I loved going in with a scout rifle. Not so much in D2. Please give us a reason to use scout rifles in D2 PvP.
