This is a great idea.

I would also add that the system for masterworking using cores and mats should still be an [i]option [/i] for those with the resources, or if you want to skip a Tier using cores instead of grinding out that particular objective.
I wouldn't even mind if each Tier of a weapon required a different kind of kill. For example:
- Get X precision kills
- Defeat X Cabal
- Defeat X enemies in Strikes (Nightfalls count more toward this progress)
Although requiring XP would be simpler, I wouldn't mind if leveling armor required wearing it for certain activities. For example:
- Complete X public events wearing this armor piece
- Complete X Strikes "
- Complete X Adventures (Heroic Adventures count more toward this progress)
- Complete X Daily Challenges
- Complete X Weekly Challenges
For cores, I would be fine with 1 core per infusion, 2 cores when infusing and an exotic is involved.
