Gear progression should be natural and fluid, like in the last D1 iterations, and milestones, bounties etc should be sufficient to ensure that. Players should not have to pick up 15 bounties a day / week to get somewhere. Or have to choose between bounties for cores vs gambit bounties or other activities that count towards milestones or power drops, chance at god rolls etc. To REQUIRE them to do both is excessive. As for masterworking, look at adapting the catalyst model - more work / playtime actually, more meaningful. No cores required.
