Why do you have to be at cap to use your powerful build. If we've established power level doesnt matter, why cant you use your powerful build at a lower power level?

Why do I have so accomodate Bungie’s inability or unwillingness to follow the rules of good game design?? I don’t need a car that drive faster than 35 mph. But why should I have to settle for that? I don’t have to, and I don’t WANT to.
