Im' sure they playtested it and have their reasons to keep it like that.

A 15% damage buff wouldn't do anything harmful though. I don't think letting bungie playtest stuff without more experienced players thoughts is a good idea. Once it changes to a 150, it will only be able to 3 shot with even a 20% damage boost. Luna's used to do over 200% with magnificent howl active. This is perfectly reasonable I think.
