Stop, just stop!!!!! It's not the PvP base whatsoever that nerfs items! It's the low life nerf babies that aren't good enough to survive against anything in crucible. Outbreak isn't even that good to begin with. Nevertheless, outbreak will get nerfed, and who cares.
