  • Theres a slight difference though. The over use of a weapon especially in PvP will result in it being nerfed in some way because of all the complaints. Overpowered weapons being reported will result in months upon months of nothing ever being done about it because there is so much complaing but no one wants to admit it's a problem. Case in point blade barrage and spectral blade were overused in there life cycle because they were viable supers to content with titans and warlocks ultimalty beating those class at there own game of having supers that could get extreme amounts of kills in a small window of time. As to where lunas howl and not forgotten are overpowered and took how long to get any relief form them which still in the long run won't be enough to change there place. The over use of shotguns saw them all get tuned alittle but not enough to change there impact in PvP which still needs to be fixed. But scout rifles were apprently so over powered that they No longer have a place in PvP and half the time are never used in PvE unless you have a scout with triple tap or at least rampage on it. So there is a slight difference. But from my experience with Destiny that once a weapon has become overused especially in PvP a nerf will hit it because it's and over used weapon. But to say it's overpowered remains to be seen and if considered overpowered by those who believe it is nothing will be done till a month or 3 later anyways so you have time to play around with outbreak prime.
