Apparently it's seeing remarkable damage potential when up against enemies with sizeable hit-points, so considering it's a primary-class weapon it might get an adjustment to its nanite-swarm damage.
There are not many primary weapons (even exotic) that can be seen as damage dealers, at least not convenient or 'easy' damage, the next in-line being Malfeasance possibly. Whether this is Bungie testing the waters with introducing potential primary DPS-dealers, or an oversight on squads running the same weapon, time will tell.
I'd wager that if Outbreak does get toned down, the leading cause would be PvE related.
