It's infinitely better in PvE than PvP. I can't even begin to fathom how it could ever be overpowered in PvP outside of it possibly being able to pull some funny business on a Titan Bubble(which are already rare enough as is). It's a solid, reliable Pulse for Crucible, but OP? Definitely not.
