I don't think it's a bad weapon but it's really only shines in PvE against bosses (Gambit is amazing for this weapon). The best part of the gun for PvP is the precision headshots but that's comparative to quite a few Pulse Rifles.

It's true. I used it for a few matches then switched back to Bygones to compare. The only thing that noticeably better is there recoil pattern on Outbreak. But Bygones seems more consistent.
