The only way it may be considered OP is people team shooting with it, but that's literally the same as things are now and ttk will more than likely not change.
Now we have team shooting with Luna's/NF, next season we'll have team shooting with Outbreak and whatever else is included in the meta. People always team shoot. One way to avoid being wiped out if your team mate gets hut in the head? Don't sit together and team shoot.

The only times a teamshot from multiple Outbreaks will change anything is against overshieled or Supered opponents, or if all the players shooting for some reason can't hit any headshots at all with it(nanites allow for a delayed four-burst kill to the body). And tbh, Luna and NF(Precision HCs in general really) aren't really effective for teamshots. Unless you were to hold off on killing someone(or they escape before the third shot), and use Mag. Howl on another opponent. Or clean-up somebody while proccing it and then use it on the next target. And that doesn't really happen all that often, esepcially the first scenario(it's much more practical to go for the initial kill). The strongest teamshots actually come from the highest-impact primaries, like Aggressive Hand Cannons or Aggressive-Burst Pulse Rifles. I know this wasn't the main topic and I'm going on somewhat of a long and unnecessary tangent, but funny enough, the math works out such that Aggressive HCs are the best for supporting Luna/NF. Since one headshot from them is enough so that two headshots from a Precision HC kills that same target, allowing you to more easily use Mag. Howl on the next opponent. And then if it's a one-on-one, you can two-tap the next person yourself. But if you're still teamshotting, then it's just one headshot from both of you to kill one person. And depending on the order in which you shot, you might barely have enough time to use Mag. Howl on a third opponent. All that because someone in your team's potentially using an Aggressive HC. And if they've got a damage perk like Kill Clip or Rampage, their teamshot/support weapon turns into a dueling/pushing weapon.
