Think people need to understand that people complaining on the forums doesn't get things nerfed/changed so much. If they did people still wouldnt be banging on about enhancement cores. Bungie uses data to define if something gets nerfed. Every nerf has come from something being overused not over powered. I don't like nerfs but sometimes they are needed to freshen things up. If 20/30% of population use outbreak whether in pvp or pve I guarantee it will be nerfed.
