Unfortunately once you are banned there is no way to get unbanned. They do not take bans lightly and they will not discuss them. If you've been banned and you'd like to keep playing, the only option is to buy the game again and create a new account. However, if you're going to continue having such a bad internet connection, you'll want to fix that first or avoid playing any PvP activities altogether. Secondly, PC bans are commonly caused by the person having some sort of cheat software/app running in the background being detected. Even if they are not specifically for Destiny, Bungie considers them a threat, because an app can be made to fake looking like they're for something else. It is best that you turn off all non-essential applications while you play and only use other apps that are on the approved list: https://www.bungie.net/en/Help/Article/46101 If this was only a temporary restriction for your internet connectivity issues, then it is only for 2 weeks and only PvP that you can't access. That gives you 2 weeks to improve your connection before the restriction is lifted. If you don't improve it, you will eventually face a 2 month restriction if you are reported again.
