An unexpected consequence of the new buff stacking rules, aka, We saved Mayhem

With the new rules for how buffs and debuffs stack, or rather don't stack, I came to an interesting realization. Will these new rules apply not only to the player's outgoing damage, but also ability Regen? Blade Barrage + Shards of Galnor has been an issue in Mayhem (and some other activities) for a long time because of stacking buffs giving nearly instant supers. The reason for this is what happens when there are multiple buffs that apply the same effect. They multiply. For example (using random numbers that are not intended to be taken as actual in-game values) say that in Mayhem your super charges 20x faster. And say when you activate Shards of Galnor your super charges 10x faster. Under the current rules that means the two values are multiples together and results in your super charging 200x faster. That's where those nearly instant supers come from. But under the new rules only the strongest buff is applied, so the 10x buff would simply be ignored in favor of the 20x buff. That's if the new rules apply to [i]all[/i] buffs, even global ones. TL;DR : Shards of Galnor might stop working in Mayhem.
