There are plenty of ways to do it actually. Not only that but some of these have been done by bungie
1. Have it where an object or relic of some sort, is what damages the boss, while weapons take care of say shields. Or special crit points.
2. Have it where a certain buff is required to deal damage to the boss, that way only say 3 players can deal boss damage and everyone else has to protect them from adds or a mini-boss.
3. Oryx style, where you create bombs that damage the boss upon detonation and the weapons are purely used to stop wipe mechanics.
4. Reduce lengths of damage phases. That way high dps can only dps for so long
5. Immune phases. Like shuro chi. That require multiple phases to complete.
6. A combination of these.
7. Make the boss deadly during damage phase, requiring player movement and mobility.
8. Super-stealing mechanic. Think Oryx on Regicide. Or reckoning oryx. By limiting wells n stuff you can reduce damage and make a boss tougher to kill.
8.5. Super only damage! (Think times vegeance but without weapon buff only super regen buff).
9. Damage only on a crit spot, requiring precision/bullet weapons instead of GLs and RLs.
10. Raise the health !
11. Stand on plates to charge up something that damages the boss.
12. Tanks and or turrets/vehicles of some sort for boss damage
Thats all folks! If anyone has any more ideas feel free to share. Bungie can design bosses that require more mechanics and the like to complete rather than nerfing. There are ways to design at least bosses with powerful weapons in mind.
