All weapon subtypes had the same damage output? For example, all 150 firerate scout rifles have exactly the same damage output (not including perks). So the impact and range for these weapons in PVP were exactly the same. The only way to increase damage would be via a perk.
This PVP rework would completely balance PVP, and force players to experiment with different perk rolls to suit their play style.
If you like to sit back with slow firerate Scout, you'd benefit from Stability based perks, if you use Scouts in medium range you'd benefit from snapshot and fast reload perks.
