I think he means the power creep since right before Forsaken and then after the game got alot of buffs and this created power creep hence the nerfs to weapons and space magic coming with shadowkeep.
D2 when it launched for the most part was pretty well balanced in PVE and PvP which only had issues due to the poor map design and slow TTK.

D2 was boring as hell when it released.... that was all down to bungies design vision. Balance is impossible in a rock, paper, scissors game...

So before forsaken launched bungie made D2 free. I picked it up and played till forsaken launched. 2 primaries was terrible for PvE. Static rolls destroyed the loot portion of the game. PvP was pretty balanced, but it was boring and pvp players left in droves because they didn't like it. I agree that map design and slow ttk was bad too, but D2 was a regression from D1 on soo many levels. Forsaken got things back to a decent state. I want bungie to build on this and make the game more fun, more engaging, and more interesting. Dialing things back from forsaken is not something I want to experience. From the changes they've announced shadowkeep sounds like a pretty drastic re-balancing of the game. I haven't played it yet so I don't know if it'll be good or not. But I'm worried because I lived though the hand cannon nerfs in D1 (which were harsh despite it only being 3 exotics in pvp that were issues), the hype for D2 turning in to huge disappointment, and all the fun strong exotics being wrecked for various reasons (which has happened over and over through the franchise). Bottom line I don't look forward to bunige balance passes, I fear them because historically they've made the game less enjoyable for me.
