DDOS will not cause restrictions. There are only 2 reasons one can be restricted from pvp activities, one is connection issues and the second is cheating/playing with a cheater. Assuming it is connection issues, you would have had to been reported for them, numerous times. It would be extremely unlikely for the players you are accusing of DDOSing you to report you for connection issues.
