yeah, its pretty terrible. They could keep the progression of the element type for energy amount to be slotted - but just have it tied to resistance like before.
We're getting pigeonholed into running certain things when we were supposed to have more freedoms.

They have literally set up a system where it is IMPOSSIBLE to mix certain weapon perks together as they have to be slotted in the same armor piece but CAN'T because they can't equip those mods. The developer's have decided that we must choose 1 over the other for reasons. I'm not so much upset about this by default, but they advertised it as "you can play how you want" yet we really can't due to the limitations they have set.
