I bought DLC on PC and switch to PS4 why don’t I have Shadowkeep?
My friend has all the DLC on PC and now made the move to PS4 however he doesn’t have foresaken and Shadowkeep. Any idea how he can get it on PS4 as he has already purchased it.

DLC licenses are not shared across platform accounts with cross save. Your friend must buy the DLC for each platform they intend to play on.

He will have to buy it for PS4. DLC does not transfer between platforms. If must be bought for each platform on which you want to play it.
