Me and a few friends have noticed a incredible shift in power creep recently. Should this change and if so, how?

I always tried to make Offtopic’s Rezyl weak as hell. Which is why I said stuff like he hadn’t used his powers in a while, which made him rusty. I really don’t like the idea of overpowered characters, so I try to avoid it as much as possible.
