Again they have done EVERYTHING that Bungie said to do to improve it even purchased brand new router. The issue is the other member of the fire team is his parent in the same house all land line internet yet she is still able to play

Then your friend needs to take the time to put up their own post and provide the following info, so that we can help them figure out where their connection issue is. You got it and best of luck to your friend. Just make sure they take this seriously. Bungie does verify reports prior to issuing Restrictions, so for your friend to have one, they do have an issue somewhere. As I said, the next step is a permanent restriction from PvP type matchmade activities. It is possible for one user to have no issues and another to have only issues in the same household and on the same connection. It's also possible that your friend was reported but their parent wasn't. If there isn't a report, then there isn't really much for Bungie to look into and act on. Edit - And 1 more tip. Make sure that if/when your friend does make their own post, they make sure to use the correct terminology of Restriction. Asking about a Ban will generally get little or the wrong reaction. There is a difference, when it comes to Destiny, between a Ban, a Suspension, and what your friend has, which is a Restriction. -
I wouldn’t waste my time here for someone who deserves it. Is there anything I can give him to provide to validate that the connection was functioning properly?

In my post above I provided some links to a few connection test sites. Speedtest usually will give you all the info I mentioned, but it's possible that depending on the browser or device your friend tests on, that some of the info might be left out and that is where a combination of the other two links can come into play. It also will help to run multiple tests and at differing times of day, to get the best picture. To add to that, I would also recommend using a test that runs to somewhere in Washington State, as that is where Bungie is located and that will also give a clearer picture than just running a test to a local ISP. I'm gonna be honest with you know. At this point, I've pretty much exhausted my knowledge of the subject at hand, so for any further questions, I'll have to defer to a more technically inclined individual and like I said, it'll be best for your friend to start their own post anyway. 🍻😁
