As much as I agree it's a practice that should be frowned upon. It unfortunately doesn't violate any ToS, and is simply people charging for their time; even if I in my opinion their opportunistic lowlifes, they are still technically in violation of anything that can be acted upon.
However, there is a way to affect change of this type of behavior and marginalize if not eliminate this type of thing: like this thread and spread the word that there are people who will help those in need without taking advantage of them.
The best way to quell immortality and greed is with acts of charity and kindness. Instead of opposing something, neutralize it's demand, and it will fade on its own. The more people who offer their time and efforts to assist those in need without motive of self gain, the fewer people will exist who can be preyed upon.
It is my personal belief that those who can should and must protect those that are most susceptible to being victimized.
