This was never a problem in D1 until trials was introduced. Some streamers openly DDoS on their streams and yet they are still on the game because it's a big business and big names are involved in it.
Bungie will never do anything about it because it serves no positive purpose to them. Ruining streamers however is not good for their game so yeah I seriously doubt they will do anything about it.

That's not true. They were selling vog runs and Crota runs for ever.

Really,? I did not even see a streamer ask for money before trials... much worse than I thought.
