For those who are saying its 343 being desperate i must remind you all that they have confirmed that infinite will be a developing story. There will be most likely campaign DLCs (not sure if they will be paid or free) and Staten is most likely writing the stories for those. I mean those who know the history of Zeta halo know the possibilties for extra content 343 could do.

They've been through 5 years of development, replaced their creative director and lead producer, now it's not even a launch title anymore, and 2 *new* project leads had to be brought in just to push it out the door. I get that COVID has made things tough, but there's no way that's the whole story here.

Part of me that Joe Staten is back but part of me sees this as an act of desperation

I suspected that Infinite was in a dire place but this confirms it, hiring him this late into development and as a project leader is the largest red flag i've ever seen. Don't misunderstand i'm happy he has rejoined some of his former Bungie colleagues but the ship is sinking and this looks like one last act of desperation on 343's part.
