How do i deactivate a cross-save if i dont own the pc account thats linked to my bungie account?

You must be able to authenticate an account in order to disable Cross-Save or unlink an account. Read the article, and if your issue is not resolved by the information in the article, please click the button at the bottom, fill out the form with all of the information, and submit it. After submission, please be patient, as the Bungie teams have to go through each submission (including all of those that were before yours), and they only do so during business hours, so it may take some time for you to get a result if one is needed.

You'll have to ask whoever did your account recovery to log back in as you and delete their account from your linked accounts, good luck

You can't, because to deactivate a Cross-Save you have to authenticate all linked accounts. But now the question comes; how did it get linked in the first place?
