Did you complete the post last call tower portion? That might do it.

I'm equal parts furious and elated that this was the issue. I had to go talk to two NPCs and press enter for a couple paragraphs of dialogue? And that was preventing the mission from progressing? Insanity.

If a mission drops you into the tower (or any destination) instead of orbit, you probably have something to do there.
