Lament antibarrier cannot damage through shields while other antibarrier can
Antibarrier rounds penetrate phalanx shields (both Taken and Cabal), but Lament antibarrier perk cannot. Details in the attached imgur post.

Although I could be wrong, I believe the sword was designed only for champions.
