Cannot Dismantle Night Watch(es)
Since the season began, I have been unable to dismantle any Night Watch, newly obtained or old. It flashes red as if it’s locked.

Did you start the New Light campaign? If so, you need to complete it as there is a locked NW that can’t be dismantled until you do so.
