Can't create clan after leaving one, and it has been 3 weeks

I recently left a clan (3 weeks ago) and my account is around 500 days old in destiny 1 (legacy console, ps3), so I don't know what I can do about this (See image) Any help is appreciated and thank you in advance

Hey there. Your PlayStation account has never played Destiny 2 so you can't create a clan until you reach the Tower and wait 30 days.
