Unfortunately Bungie is unable to manually remove accounts for you. If you are unable to access an account to authenticate it; the only way to activate cross save would be on a totally new profile. You would need to create a Bungie.net profile and link all of your other accounts (minus the one you can’t authenticate) to the new profile, leaving the old profile abandoned.
