I happened to find a different forum topic that bubbled to the top with a mention of running dxdiag and I found most of the problem signatures had to do with GameManagerService.exe which is not a very useful name for Razer Cortex service. I don't actually use it, just auto installed with Synapse, so I uninstalled that junk and will see if it helps. Adding the note in case others are having similar issues.
