I should mention quick that this is aimed mainly for PvE
For a long time now, it feels like resilience has no shift in how builds function besides barricade cooldowns for titan which has made for it to be a incredibly under desired stat. I always love to play the heavy, tanky build with little to do with mobility, more focused on taking the focus off my teammates to me, and I can do so with my subclass and build to an extent, but statwise, it barely matters if I have resilience at a higher tier. I find it annoying that maxing out resilience gives less than an overall 10% mitigation of damage, whereas using one energy on my chestplate gives an immediate 25% resistance to the given type, with the option to stack it for somewhere around 40% (I'm a bit unfamiliar with the cumulative numbers). I think it would be in general a good shift if resilience was changed to give something along the lines of a blanket 25% damage resistance against PvE combatants, and possibly even a reduction to flinch and knockback. In my oppinion, this would be a welcome change for anyone who wishes to play a more resilient role, and make resilience a desirable stat blanketwide, without harming it basically at all in the crucible. The added knockback and flinch reduction would just add to the feeling of being a heavyweight, able to shrug off impacts better than your average guardian and be harder to move, and add for some really interesting opportunities for people to shift their attention from just dealing as much damage as physically possible at all times. I see no way that this would be anything but a healthy and impactful change for the better of destiny's stat system and I would love to see this implemented in the future, but I can only hope. Too many people see resilience in PvE as a complete waste and useless stat, and this would help to add a good bit more diversity to the game.
