Surplus can do what both of these perks do for a lot cheaper of a cost
For clarity, the text of surplus states that it increases handling, reload speed, and stability for each fully charged ability.
Depending on your build and playstyle, you're not even trying to use your abilities
On the other hand both Eye of the storm and underdog require you to be at low health
Eye of the storm-this weapon becomes more accurate and boosts handling as your health gets lower
Underdog-this weapon gains a boost to reload speed as your health gets lower
They both only do *half* of what surplus does for a much steeper cost. Getting and staying at low health is not easy, and not worth *2* perk slots to get what you can do with one overall better perk. Not to mention some weapons already roll with both of these perks in *opposite* slots. To me in theory it sounds cool but that's a near instant scrap. Shard it. And even if they were combined, I would still take surplus over the combined Underdog/Eye of the storm perk, but it would make for a much better weapon/perk pool altogether. Maybe just get rid of one and make the other have both benefits. Or if you can make a whole new perk called Eye of the Tiger (it's the thrill of the fight)
TLDR: Surplus does what both perks do without having you at death's door. Eye of the storm and Underdog should be made one perk to be more balanced and make more attractive perk combinations.
