Actually "bro" it is Microsofts problem as they handle xbox licenses as Sony handles psn licenses and steam handles pc. So "bro" you do need to contact Microsoft to figure this out.

I've got the same issue you are just robbing people now all have the dlc for forsaken and shadowkeep now everyone has to buy it again. That why bungie doesn't have a contact email or phone number. Cause their will be loads of people complaining about the issues

Hi there! I do understand your frustration on this issue. However, Bungie does not manage the licenses for the DLC you are referring to. Your platforms (XBOX, PSN, Steam, etc.) and their digital storefronts provide the licensing for your access to the DLC. If you have lost access to either one of these, you will need to contact them for further assistance. Please note that all Destiny 2 DLC left the XBOX GamePass and cloud gaming earlier this week.
