Can only give one cookie to Tess at eververse at a time
I made like 111 Bright Dusted Snowballs to give to Tess but I can only give her one at a time as apposed to literally every other npc. Why is this still an issue, or is the issue on my side somehow?

Because Bungie would rather you buy stuff from her with Silver then interact with her in any other way.
