What separates Shotsguns vs Fusion Rifles?
They are both scatter shot weapons, and can deal high damage at close range?
So why chose one over the other?
What does each do best?

Shotguns, to me, are high risk, high reward. You have to get in close, but it's insta kill if you can handle it. Fusions are high reward, but not much risk since it's almost as affective at range
