I just tried to create the dummy account, but it doesn't let me dummy account join the clan even though it is open to community and it wont let me invite it to the clan either.

To do this you need to create a platform account to make a new Bungie profile. Have it do the clan requirements and make it join the clan. After that, promote dummy account to admin and then founder so main can leave.
